Date: 1 Oct 2026
Rent
Rent on RSO units may be increased only once every 12 months by the annual allowable rent increase percentage. Effective February 2, 2026, landlords can no longer add a utilities percentage, and the extra 10% for an added dependent is no longer permitted (10% for an additional non-dependent tenant is still allowed).
L.A.M.C. ch. XV, art. 1, § 151.00 et seq. (Rent Stabilization Ordinance)
Deposits
A landlord may not demand or receive security in excess of one month's rent, in addition to first month's rent. The landlord must return the deposit with an itemized statement within 21 calendar days after the tenant vacates, and may not label any deposit 'nonrefundable'.
Cal. Civ. Code § 1950.5
Landlords subject to Civ. Code § 1950.5 must pay tenants interest annually on security deposits held for at least one year. The landlord uses either the Rent Adjustment Commission's annual rate or the actual interest earned, and pays it as a payment or a rent credit.
L.A.M.C. § 151.06.02 B
Ending a tenancy
Landlords evicting for a tenant not-at-fault reason must file a Declaration of Intent to Evict with LAHD before serving notice, and must pay relocation assistance per unit within 15 days of serving the notice. Amounts depend on eligible or qualified status, length of tenancy and income.
L.A.M.C. §§ 151.09, 165.03, 165.06; L.A.M.C. §§ 47.06-47.07
Screening and fees
Landlords may check criminal history only within strict fair housing limits on what is sought, how it is considered, and what action is taken. Blanket bans on applicants with a criminal record and policies that consider arrests without convictions are prohibited.
Cal. Code Regs. tit. 2, § 12265 (Civil Rights Council regulations, eff. 2020-01-01)
Owners may not discriminate against or harass a rental applicant or tenant because of source of income, which includes Section 8 and other housing vouchers and public assistance. Where a government rent subsidy applies, income standards must be based on the tenant's portion of rent, and applicants must be allowed to offer alternative evidence in place of credit history.
Cal. Gov. Code § 12955
Landlords and others offering or listing housing may not refuse to rent, renew, or terminate a tenancy, apply different terms, or advertise preferences based on a person's source of income.
L.A.M.C. § 45.67
A landlord may charge an application screening fee only up to actual out-of-pocket costs plus the reasonable value of time spent, and never more than $30 per applicant (CPI-adjustable). No fee may be charged when no unit is or will soon be available. The landlord must offer either first-come-first-served screening or a refund to unselected applicants, and must give an itemized receipt and a copy of any credit report.
Cal. Civ. Code § 1950.6
